Help for dual-wielding weapons: (from my experience in nwn1, should be the same here)
"A weapon at least one size smaller than the wielder is considered a light weapon." "If your off-hand weapon is light, the penalties are reduced by 2 each."
A medium sized character should have a small weapon in the off-hand to reduce penalties. For example, you can take a long sword in primary hand and a short sword in the second hand.
A small sized character (gnome and halfling) can only take small or tiny weapons in one hand, so they should have a small weapon (eg. short sword) in primary hand and a tiny weapon (eg. dagger, kukri) in second hand.
Note that the list light weapons lists the light weapons for the medium sized characters. This is different for small characters, they can use "tiny" weapons as light weapons. (maybe this should be mentioned there)
(I've made nwn1 and hotu with a halfling ranger-rogue with a short sword - dagger combo, it was pretty fun)
