In general, fractions should be rounded down, even if the fraction is one-half or larger. For example, if a fireball deals 17 points of damage, but the target succeed on their saving throw and only takes half damage, the damage is 8 points.
Exception: Certain rolls, such as damage and hit points, have a minimum of 1.
