Horses have not been (and likely will not be) implemented in NWN2. There are no mounts, magical or otherwise, implemented. Indeed, horses do not even exist in the wild. Paladins can not summon their mount, though druids and rangers retain their ability to summon (real-world) animal companions (ie, badgers, rats, bats, etc).
